  • Overview

    The Community Chief Executive Officer (CCEO) is accountable for directing all functions of the hospital in accordance with established policy, laws, and ethics to meet the health care needs of the community in the most effective and economical way.


    • Determines organizational lines of authority and assigns areas of responsibility for the employees reporting to him to ensure the integration of all hospital services to best meet the needs of good patient care with an on-going program of quality assurance. 
    •  Acts as liaison between the medical staff and the governing bodies in matters of professional care and treatment of patients to ensure that care of patients is of the highest professional level and meets standards prescribed by accrediting agencies (JCAHO, etc.) and licensing agencies.
    •  Functions as chief executive officer of the facility, interprets and transmits corporate policies to the medical staff and personnel and ensures compliance with those policies and may develop and recommend policy to the appropriate approving authority.
    •  Prepares a yearly budget, under corporate direction, controls expenditures, based on past experience, knowledge of market trends and other financial considerations.
    • Develops and initiates reports and other control mechanisms for the effective utilization of the physical and financial resources of the hospital.
    •   Recommends to the local governing board and Appalachian Regional Healthcare the alteration of equipment, additional facilities, and new construction.
    •  Provides for the maintenance and protection of buildings, equipment and fixtures to ensure their continuous use and efficient operation.
    • Formulates and maintains an effective program of public relations in accordance with corporate and local governing board objectives which involves: explaining hospital cost, purpose and importance of the hospital and extent of hospital services to the community at large; maintaining an effective working relationship with other local health care organizations and programs; acting as the official spokesperson for the hospital and as such represents the hospital in community state and national hospital associations and professional activities which define the delivery of health care services and aid in short and long range planning of health services and facilities.
    •  Manages the work force in accordance with established policy and meeting with department heads and groups of employees as needed to help solve administrative problems
    •  Accountable for ensuring sound medical, nursing, and Hospital care for the area served with an on-going program of quality assurance.
    • Accountable for ensuring an efficient and financially sound operating of the Hospital.
    • Accountable for new services and programs in an attempt to enhance the quality of health care available to the community.
    • Accountable for effectively representing the Hospital in order to clearly communicate its role and enhance its reputation to the community at large.
    • Accountable for maintaining liaison with other health care organizations which serve the community.
    • Accountable for designing and organizing the work and staffing of the hospital; select, train, motivate, develop and appraise personnel in order to achieve desired end results.
    • Accountable for formulating hospital policy and contribute to corporate policy and strategically plan the future thrust of the Hospital.
    • Accountable for controlling performance reviews, and budget reviews, the performance of the Hospital in order to exercise direction and, if necessary, to correct variances from plans.



    Graduate of an accredited college with a Masters Degree in Hospital Administration, or a related field of study with a minimum of three to five years of experience in hospital administration.




    Graduate of an accredited college with a bachelors’ degree in Health Administration, Business Administration, or related field with a health related emphasis and a minimum of 5 years experience in health administration.


    The Administrator must demonstrate initiative and good judgment in formulating policies and regulations, delegating authority, systemizing procedures, interpreting policies, promoting favorable public relations, planning and analyzing hospital activities and selecting personnel.
