Overview

• Defines strategic direction of the Clinical Engineering program for a growing multi-hospital healthcare system.
• Responsible for Clinical Engineering Technology assessments, planning, medical device integration, risk analysis, security oversight, vendor and contract management, budget management, and required reporting.
• Ensure optimization of all Clinical Engineering solutions for exceptional patient experience and outcomes, while simultaneously builds strong relationships with customers, other divisions within Information Services and Patient Equipment, and vendors.
• Responsibility to ensure that facilities under their purview meet or exceed regulatory requirements.
• Responsible for the oversight of preventive maintenance programs, equipment age tracking, and both long-term and short-term equipment replacement strategy recommendations.
• Provides training and technical leadership to appropriate patient care personnel regarding equipment operations, standards, and maintenance.
• Familiar with a variety of field operations concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals
• Leads and directs the work of others.
• Reports to the Chief Information Officer.

Responsibilities


• Accountable for assuring that ARH Clinical Engineering Technologies are implemented and maintained optimally and in a way that best meets the needs of the organization’s operational requirements
• Provides oversite and is accountable for day to day Clinical Engineering operations ensuring appropriate policies, procedures, documentation and monitoring are in place to meet or exceed organization SLAs and associated customer service goals.
• Ensure all required Clinical Engineering technical documentation is developed and maintained. Collaborating with the CIO develops and maintains a comprehensive annual Clinical Engineering technology plan supporting the organizations strategic and tactical objectives. Is responsible for successful implementation. Ensures appropriate staffing is allocated and engaged in execution of the plan.
• Continue to be a credible, trusted and highly collaborative leader among the medical staff and administrative leaders at the hospitals, physician groups, and throughout the community. Cultivate critical relationships inside and outside the ARH system to enhance clinical and operational programs.
• Assess the current state of Clinical Engineering systems, processes and governance within the health system ensuring alignment with the health system’s goals of community health, advanced analytics, evidence-based medicine and continual optimization
• Engage the clinical community through participation on various committees and through the development of interpersonal relationships. Understand current clinical community concerns within the organization. Partner with clinical leadership and others to meet those needs throughout the ARH continuum of care
• Collaborating with CISO and Security Team, effectively implement and govern privacy and security methodologies for protecting the organization Clinical Engineering information assets.
• Makes strides in creating a proactive culture and providing a strategic partnership between IT, clinicians, and the community to meet organization goals and objectives including high quality patient care, lower costs, better outcomes, and improves patient engagement customer experience
• Actively interacts and manages enterprise Clinical Engineering technology vendors, leveraging relationships to provide best and most cost-effective technology solutions supporting the organizations goals and objectives.
• Supports the education for the organization’s leadership in healthcare technology trends and innovations. Ensures the organization’s strategies are effectively leveraging subsequent technology market opportunities.
• Demonstrated ability to develop strong teams and empower high performance through visionary leadership, delegation, and operational excellence. Proven ability to understand IT team dynamics and work processes. Directs IT staff accordingly.
• Coordinates evaluation and procurement of all Clinical Engineering IT assets.
• Develops implements, and interprets work standards, policies and procedures for IT Department..

Qualifications


Education
Bachelor’s Degree or Associates Degree in Computer Science or Engineering Biomedical Technology or Engineering preferred or equivalent experience.


Minimum Work Experience
• 10 years’ experience in Information Technology with advanced medical equipment
• 5 years complex project management experience

• Consults and provides technical support on technical aspects of contracts. Oversees project budgets once established and implements projects in accordance with established project plan.

• Effectiveness dealing with Clinical Engineering system emergencies
• Experience negotiating and managing contracts and agreements based on financial and operations needs
• Experience with regulatory compliance
• Demonstrated knowledge of financial principles, budgeting, purchasing, accounts payable and expense management
• Assures contract services are carried out in accordance with contract terms
• Effectively participates in technology assessments, RFPs, bid reviews and equipment selection
